What changed, and what did not
The shift is real but narrower than the headlines suggest. Degree requirements have loosened at many employers, particularly in software, design, and support. Regulated fields, campus hiring, and a good deal of the Indian public sector still screen on qualifications first, and no amount of resume restructuring changes that.
Where it has changed, the practical effect is that a hiring manager wants to know what you can do on Monday. Tenure is a proxy for that; demonstrated work is the thing itself. Your resume should lead with the thing itself where you have it.
Attach every skill to evidence
The most common mistake is treating skills-based hiring as permission to expand the skills block. It has the opposite effect: a long detached list makes each entry less believable, because a screener can see that most of them appear nowhere else in the document.
The fix is mechanical. For each skill you want credited, find or write the bullet that proves it. 'Stakeholder management' becomes 'Ran fortnightly review with four business owners across two regions and cut requirement rework by a third'. The skill is now checkable.
Keep the skills block, but treat it as an index rather than an argument. It exists so a search finds the term; the experience section is what makes the term credible.

Scale is the detail people leave out
'Managed a team' could mean two people or two hundred. 'Handled reconciliation' could mean forty entries a month or forty thousand. Indian resumes are often modest to the point of being unreadable on scale, and screeners fill the gap with the lowest plausible number.
Add the number wherever you honestly can: team size, transaction volume, ticket count, budget, number of clients, geography covered. This costs no space and does more for perceived seniority than any adjective.
For career switchers, this is the opening
Skills-based screening is most useful to people whose title does not describe their capability. If you did analytical work inside an operations role, the analytical bullets belong high on the page and the title stops being the headline.
Do not hide the switch. A one-line summary that names the target role and the transferable evidence reads far better than a resume that leaves the reader to work it out. Ambiguity is a rejection risk; a stated intention is not.

No. Keep education, just stop leading with it once you have work experience. Many Indian employers, and most campus and regulated processes, still filter on qualifications — omitting it creates a gap that reads worse than the qualification itself.
Is a functional or skills-first resume format safe for ATS?
A purely functional resume that hides dates and employers is risky, because both screeners and humans treat missing chronology as concealment. Keep the reverse-chronological structure and make it skills-forward through your bullets and summary instead.
How many skills should the skills section have?
Around eight is a reasonable ceiling for most roles. The limit is not space, it is credibility — every additional unproven entry slightly discounts the ones that are real.
